1. A property become escheats :
A When the person having right over it relinquishes his right
B When the person having right over it dies intestate without leaving any legal heirs
C When the legal heirs refuses to inherit the property of the deceased for the reason that the liability of the deceased exceeds the value of the property
D When the property of the deceased is liable for Revenue Recovery proceedings
