1. When an instrument insufficiently stamped is presented before Registering Official :
A Registering Official shall not register the document in any case
B Registering Official shall decide the duty and penalty and if the party pays the same within 7 days, register the instrument
C Registering Official shall refer the instrument to collector
D Registering Official shall refer the matter to State Government for appropriate decision
