1. The District Level Authorized Committee [DLAC] can sanction filling of paddy land if :
A applicant is the owner of paddy field
B does not have any other garden land for making a house
C if area is less than 10 cents in Panchayath and less than 5 cents is corporation / municipality limits
D all the above are satisfied
